Quebec modernizes the Construction Safety Code

New amendments to the Construction Safety Code (CSTC) strengthen the requirements related to rescuing a worker suspended following a fall.

These changes aim to align Quebec’s regulations with those of other Canadian provinces, while ensuring that workers are properly trained, equipped, and prepared to respond in emergency situations.

Among the new requirements are:

  • the implementation of a written rescue procedure enabling intervention within 15 minutes or less
  • specific training on rescue procedures
  • the conduct of practical rescue drills
  • the availability of rescue equipment on construction sites
  • the use of NFPA / ANSI certified equipment

These amendments highlight an essential reality: fall protection must always be supported by a clear, structured, and effective rescue plan.
